Why has Canada adopted Multiculturalism as policy

The policy should attribute to Canada 15th Pime Minster Dr. Pierre Trudeau.

Dr. Pierre Trudeau had outstanding intelligence with the excellent political skills. Under his tenure, in Canada, the social development index and quality of life has been among the highest in the world.

His Harvard thesis was on religion and communism, so that he understood that only communism is the life as human being should be lived, therefore he made friendly relationship with socialist Cuba and P.R. China.

He was only leader who studied the issue on social governance. Study communism learnt the evil of capitalism; study religion learnt the evil of God brainwashing sworn enemies to make western civilization inhuman.

In 1948, after finished doctoral study, he spent 18 weeks travelling around the world on a motorcycle to learn the world personally. Many of his political policy came from his personal seeing and experiences on reality.

In 1949, he once entered Shanghai, China, but was forced to leave due to the civil war. In 1962, facilitated by the first wheat trade between China and Canada, he re-entered China via the Canadian office in Hong Kong.

Then he made a month tour in China, and foot printed over Beijing, Shanghai, Xi'an, Guangzhou etc., He said what he saw and heard about the new China, there is big difference with the description of the West.

He was French Quebecer, but opposed and suppressed Quebec independence in 1970, he convinced the English-speak provinces to give French language & people special status, maintained the unity of Canada.

He conducted Canada to lay out a series policies as National Foundation; such as, legislated the equal official language status of English and French, to established Multiculturalism as national policy of Canada. 

Significantly; PM Pierre Trudeau successfully promoted Canada to be independent Constitution from the strictly control of Britain.

That mutual compromise is the usual practice of the politicians and to be venerated as political skill. But, Dr. Pierre Trudeau didn't make compromise on the principles,  he bravely protected the interests for Canada.

In this concern, decades ago he said that the people in the Pentagon were 'boring villain'; now, the world has been ruined by villain and many politicians made selves criminals by mindlessly follow the boring villain.

Due to Dr. Trudeau adhering on independent foreign policy, refused to take Canada as a cat's-paw, the relationship with US President Nixon was not good. However, in Nixon’s memoirs – Leaders, gave him a high evaluation in equal importance as that of Zhou Enlai of China, and de Gaulle of France.

The deeds of Dr. Pierre Trudeau lesson us that, the priority of the politicians is to develop national economy and improve the lives of the nationals under independent foreign policies; rather than ideological argues.

Here I would like to point out that Dr. Pierre Trudeau was a French descendent. The Frenchman Napoleon once said that China was a sleeping lion; once awakened, it would shake the world; that has now come true.

In the West, de Gaulle led France to become the first nation to establish diplomatic relations with China; when faced with criticism, he replied, "You will soon follow my lead." In today, the prediction has become true.

Multiculturalism was formulated in specific historical context to address particular thorny issues. As circumstances change, the policy should change as well. Yet, the dogmatism made people into inability to adapt.

The development of China is the process of constantly summarizing experience to  avoid repeating mistakes; but the west was not. 

Philosopher Hegel said: “What experience and history teach is this, that people and governments have never learned anything from history, and have never acted on the lessons that should have been learned from it”.
