美中两国，风马牛不相及。美国人的常识和中国人的常识完全不同，因此，不能用自己的常识作为对“政治、经济、军事、文化、历史、传统……等社会问题的认知和判断。

《联邦宪法》是支撑美国社会的擎天白玉柱，架海紫金梁。那么由联邦宪法构建的美国政府怎样组成？以下几节逐一介绍：

联邦宪法为政府设立了三大部门：立法部门、行政部门、司法部门。

宪法第一章设立立法部门。跟据宪法，国会制定法律。国会（包括参议院、众议院）是美国政府的立法部门。

宪法第二章设立行政部门（执行部门）。行政部执行国会通过的法律。行政部确保全体美国人民遵纪守法。总统是行政部门最高长官，副总统和国务院成员也属于行政部门。

宪法第三章设立司法部门。司法部门的最高司法权在最高法院。司法部门的责任之一是确认政府执法行为是否附和、遵循联邦宪法，这是一项非常非常重要的责任。
