美国彭博新闻（Bloomberg News) 昨天报道了美伊之间已经达成共识，即将于06/19/2026在瑞士日内瓦签署的包含14要点的备忘录草案。今天CNN 等媒体跟进也报道了同样内容的备忘录草案。这应该不是假消息，而是真实的备忘录草案。
这个文件叫谅解备忘录（Memorandum of Understanding，简称 MOU)。 谅解备忘录是各方在进行正式谈判、签署具有法律约束力的合同之前，用来记录共同意愿、合作意向或初步共识的正式文件。它表明双方达成了一致的行动方针。根据备忘录草案，备忘录签署以后60天内美伊将达成最终协议。 06/19/2026双方将签署的 MOU，实际上只是一个为期60天的暂时停火协议。
以下是14点 备忘录的中文翻译和英文原文，逐条谈谈看法：
1. 伊朗伊斯兰共和国和美国及其在当前战争中的盟友，在本谅解备忘录签署之际，宣布立即永久束包括黎巴嫩在内的所有战线的战争，并承诺今后不再对彼此发动任何敌对行动，亦不再威胁或使用武力。最终协议将确认本条款及其他条款的规定。

4. 本谅解备忘录签署后，美国立即解除对伊朗伊斯兰共和国的海上封锁，并停止一切干扰或阻挠行为，在最多30天内恢复伊朗伊斯兰共和国的航运至满负荷运转；伊朗伊斯兰共和国的船舶通行量应与战前水平相当。美国还承诺在最终协议签署后30天内从周边地区撤军。

第4点第5点的内容简单讲就是两句话：美国解除对伊朗港口的封锁，伊朗开放霍尔木兹海峡。战争爆发前霍尔木兹海峡是完全开放的。战争爆发后，伊朗在遭受美国以色列自2月28号开始以珍珠港奇袭方式发动的大规模空中打击后，关闭了海峡。以上这两点只是恢复战前原状，如果把这两点当作美国发动伊朗战争的伟大胜利，那是非常可笑的。自4月8号开始，川普就宣布单方面暂时停火，他那个停火决定一再延长期限直到今天。霍尔木兹海峡关闭对伊朗本经济身也是巨大损害。你打它它就关闭海峡，你不打它了，它相对应的就开放了海峡。
第4点谈到美国承诺最终协议签订30天内从伊朗周边地区撤军。哇！什么意思？美国在海湾六国的军事基地都不要了吗？如果那样，这将是自越战以来，美国海外军力一次空前大撤退，将对中东局势对美国在世界上的地位产生深远影响。当然这点取决于最终协议的签署，只有签署了最终协议这点才会发生。我不敢相信这事是真的，我想这点的意思也可能指的是，战争开始后美国在伊朗周边新增加的军力将退出这一地区？但回头细看英文原文：“The United States also undertakes to withdraw its forces from the surrounding areas within 30 days after the final agreement.” 英文原文可没有讲撤出新增军力喔。
6. 美国承诺与其地区伙伴共同制定一项双方认可的伊朗伊斯兰共和国重建和经济发展综合计划，并确保至少提供3000亿美元的资金。作为最终协议的一部分，该计划的实施机制将在60天内制定完成。
