This is Frank Li from city of Waterloo, a Metallographist from P.R. China. As a senior researcher, reading and writing was my daily work; with broader reading about the Eastern and Western civilizations, and the modern studies on TCM and Western medicine. Living in Canada, the clash between two different cultures made me reflect on the issues of social governance and medication and consider the way for improving healthcare and humanizing democracy; records thoughts as articles.
Whether it’s the medical plight of humanity or bombing leader beheaded in Iran, all rooted in the Europeans loot-kill bloody made Western civilization; it has never humanized yet; the Western medicine kicks away the cheap effective remedies for profiting expensive ineffective ones; while the liberal democracy makes psychos in power ruin world and make Canadians increasingly unlivable.
A civilization develops as human or inhuman; it depends on whether it cultures people as human or not.
China develops ritual and Confucian cultures people as human in collective self discipline and do not do to others what you would not have them do to you; in collectivist values and peace seeking genes, which created collectivist civilization with the elements that are suitable for human survival.
But the West fabricates feud Gods to brainwash people as sworn enemies mutually killing and regarding that loot-kills others for being No.1 as a matter of course; in individualist values and war seeking genes; and made Western individualist civilization with the elements destructing human survival.
2000 years ago, China explored the Silk Road, today updated as the Belt Road to survive people in the West, but they kill at home; then world widely, until this moment still kill in Middle East & Ukraine.
Due to that since ancient times, China chooses learned people in power, even develop Imperial Examination. Europe missionaries call it elite constitution by value merit over birth giving power to scholar.

The State Apparatus is equipped with the police officers and prisons to compel the people who dared defy the laws. Once the policies are enacted, the State Apparatus will automatically enforce them.
We must integrate the Technocratic Democracy of China to fix the multiparty opposition disabled democracy of Canada. However, social progress will involve the redistribution of interests to cause unrest.
In this concern; the acceptable way is to keep the current political body as it is and avoid touching the interest of current lawmakers and politicians in power, and then based on which; to learn the Technocratic Democracy of China by choosing outstanding elites in part time self reliance as lawmakers.
In Canada, we may take U of W as headquarter to set an E-office by professors joint with the social elites from whole Canada in part time self reliance as lawmakers form a civil legislature; and takes 30% vote right to parallel run with the Gov-one to patching the flaws of democracy.
Thus, you, and the professionals of RIA will be able to work as lawmakers to reform Canada by lawmaking at will.
With the non-partisan advantage of the civil legislature, it needn’t care about pleasing voters, and it needn’t care about the political correctness; which is able to get rid of the fatal harm of democratic politics; so that the civil legislature is able to propose some policies that populism politicians dared not proposed.
In this indirect roundabout way, without touching the political body, without causing unrest; by people respected professors and social elites in part time self reliance work as lawmakers, the formation of the civil legislature will be no one dared to oppose; which is the only feasible way that will be widely acceptable.

Thus will set a model in Canada, then people globally will be eager to follow and save the world. Thus we will be able to rescue the ruined world by the civilization of China. Then RIA will play a great role.
People all over the world are desperately searching for a way to survive, but there is no way to do it without bloodshed. The civil legislature is the only way avoiding bloodshed to be widely accepted.
