引言:从消耗共死,到觉悟共生
从自然法的视角,人类战争是一种特殊的生态战争。尤其是热兵器时代,人类的生态战争,一旦开打,就没有人可以“叫停战争”,总是开打容易(往往是一念之间),结束难(不可收拾)。
人类战争,尤其是现代战争的止战方式,只有五种:1、彻底胜负方式;2、打打谈谈方式;3、以打促谈方式;4、同归于尽方式;5、觉悟共生方式。

这里只说第五种方式。战争久拖不决,参战方都难以取胜,都深感“疲惫不堪”,到了各方面可承受的极限,突然发现:战争,其实一开始就非必要,而完全是某些观念作祟和误判,导致一场旷日持久的生灵涂炭,大家翻转极限,觉悟后坐下来“议和”,最典型的例子,就是三十年战争(1618-1648),议出了一个奠定此后“主权(民族)国家”世界秩序的《威斯特伐利亚和约》。
这就是“交互主体共生”哲学的最鲜明案例!那么,我要说的是:俄乌“三年战争”的终结方式,有没有仿效觉悟共生的“议和”方式,从而结出一个“化解冲突重建世界新秩序”的历史性新成果呢?
本方案提出第五种止战方式——觉悟共生:在“生命自组织连接动态平衡”的交互主体共生(Intersubjective Symbiosis)哲学指引下,通过五项基本原则与十一条和平框架,实现从“荼毒生命,毁灭文明”到“共生新生”的历史性转折。

五项基本原则
Ⅰ、乌克兰作为一个有效治理的主权独立国家,其国家地位不可动摇、不可剥夺;
Ⅱ、生命安全优先于领土幻觉,人的尊严高于任何历史叙事和利益诉求;
Ⅲ、“小即是美”的多元独立共生体制,是中东欧与俄罗斯缓冲区与未来世界和平的共生法则;
Ⅳ、俄罗斯的“安全感”应被纳入共生协商机制,但不得以毁灭本国人民和他国存在为代价;
Ⅴ、欧美不以彻底摧毁俄罗斯,而以“技术—经济繁荣—人文共生网络”引导其脱离帝国思维,重新融入全球文明秩序。
十一条和平框架
Ⅰ、实现50天内停火,100天内完成俄乌双方有序撤出乌东与库尔斯克地区,建立和谈平台;
Ⅱ、和平谈判由乌克兰与俄罗斯主谈,欧盟、英国参与,美国主导主持;
Ⅲ、乌东四州(顿涅茨克、卢甘斯克、扎波罗热、赫尔松)在全民公投、国际监督下,建立“小即是美”原则下的独立国家,脱离双方控制,采取中立政策;
Ⅳ、加里宁格勒州在区域公投下转型为“柯尼斯堡共和国”,不再受俄联邦直接控制;
Ⅴ、克里米亚维持现状由俄罗斯托管,但国际承认其原则上为“独立待定”,由未来乌俄共商解决主权归属;
Ⅵ、俄罗斯须归还在战争中掳走的所有乌克兰儿童、平民及其财物资产;
Ⅶ、欧洲设立联合维和部队,由英国与欧盟共同领导,派驻至乌东四州与柯尼斯堡地区,监督其安全建国进程;
Ⅷ、确立乌克兰中、西部“东仪天主教”文化与乌克兰民族传统基础,俄罗斯及国际社会承认,以基辅为首都,领土完整主权独立的“新乌克兰”共和国;
Ⅸ、俄罗斯用于战争所被冻结资产一部分将以战后重建资金形式补偿新乌克兰,欧美同时取消对俄罗斯的全面经济制裁;
Ⅹ、新乌克兰共和国是否加入欧盟与北约为其主权选择,俄罗斯不得干预,同时,欧盟与北约对俄罗斯开放谈判大门;
Ⅺ、和平协议签署,邀请以下7国作为地缘安全共生体见证人:白俄罗斯、波兰、立陶宛、芬兰、罗马尼亚、摩尔多瓦、土耳其。
必要性分析:从零和消耗到共生再平衡
战争已非“谁赢谁输”,而是生态浩劫:俄罗斯能源收入暴跌、预算赤字飙升,难以支撑乌东重建(成本超2000亿美元);乌克兰人力短缺、基础设施崩坏;全球粮食/芯片危机加剧。现有方案虽促停火,却陷领土僵局,无法从根源化解帝国逻辑与主客二元对立的互害循环。
本方案的必要性在于:以生命尊严为优先,通过“小即是美”缓冲网络,同步修复双方结构性失衡——俄罗斯卸帝国包袱,避免内爆;乌克兰保中西部新生,换取长期安全;欧美获稳定缓冲,避免北约直接对撞。方案整合安全保障、经济解冻与文明转译,实现“觉悟共生”的第五种止战方式,优先生命而非领土,符合自然法与历史规律(如威斯特伐利亚和约的缓冲区设计)。
可行性分析:共识最大化、风险最小化
方案整合三方核心诉求:
乌克兰获中西部主权完整、公投保障、欧盟/北约自选;
俄罗斯获克里米亚托管、飞地自治、安全感纳入协商;
欧美获停火、制裁渐解、缓冲区稳定,避免长期消耗。
民意基础厚:乌克兰68%支持现状,俄罗斯74%厌战(2025民调)。国际中立(如瑞士模式)易操作,AI监督透明,历史先例(如威斯特伐利亚)证明成功率高。
风险低:若一方拒停火,三支点(能源/AI/经济)可促极限翻转;公投担保中立,化解领土焦虑。
实际操作步骤:分三阶段,90天落地
总时长90天,预算<500亿美元(冻资+欧盟捐),基金会提供免费AI-TRUST平台监督。
阶段1: 停火启动(0-30天)
立即启动,美主谈。
俄乌有序撤乌东/库尔斯克,能源互停,返还乌儿童/资产。
欧盟/英维和部队+AI无人机监测。
输出:全面停火宣言,战场缓冲。
阶段2: 缓冲孵化(31-60天)
乌俄主谈,欧盟/英参与。
乌东四州公投独立中立国,加里宁格勒→柯尼斯堡共和国,克里米亚“独立待定”。
国际监督+AI公投平台(区块链透明)。
输出:5新实体成立,新乌克兰中西部主权确认。
阶段3: 共生重建(61-90天)
美主导,全球见证。
冻资补偿重建,制裁渐解,欧盟/北约对俄开放。
AI-TRUST疗愈创伤、治理透明。
输出:《俄乌共生协约》签署,全球共生公约雏形。
风险管理:
若俄拒停火,三支点激活(乌克兰能源/AI/经济反制);乌克兰若忧公投,基金会担保中立(芬兰式韧性)。基金会愿任中立方,提供免费AI工具。
此方案非终点,而是起点:从俄乌“觉悟共生”,辐射全球——生命高于领土,主权在民,主体共生,让任何统治全世界的帝国政治企图成为事实上的不可能(康德《论永久和平》),最终促成《全球共生公约》的制定。

Introduction: From Mutual Destruction to Symbiotic Awakening
From the perspective of natural law, human warfare is a special form of ecological war.
Especially in the era of hot weapons, once human ecological war begins, no one can “stop” it.
It is always easy to start (often just a moment of impulse) but extremely difficult to end.
Modern wars end in five ways:
Complete victory/defeat
Fighting and negotiating simultaneously
Using military pressure to force negotiations
Mutual destruction
Awakened Symbiosis
This proposal focuses on the fifth mode.
When a war drags on, neither side can win, both are exhausted, and all parties reach the breaking point. Suddenly they realize: the war was unnecessary from the beginning—merely a result of misguided ideas and misjudgments. Upon awakening, they sit down to negotiate. The most typical example is the Thirty Years’ War (1618–1648), which produced the Peace of Westphalia, establishing the sovereign-state world order.
This is the clearest historical example of Intersubjective Symbiosism in action.
The question, then, is:
Can the Russia–Ukraine war end through a similar “awakening-symbiosis negotiation,” producing a historically transformative solution that both ends the conflict and rebuilds a new global order?
This proposal presents the fifth mode of war-termination—Awakened Symbiosis:
guided by the philosophy of Intersubjective Symbiosis and grounded in “life’s self-organizing dynamic balance,” we implement Five Fundamental Principles and Eleven Peace Frameworks to achieve a historic shift from “destroying life and civilization” to “symbiotic renewal.”
Five Fundamental Principles
Ⅰ. Ukraine is a sovereign, independently governed state, and its national status is immovable and inalienable.
Ⅱ. Life-security takes precedence over territorial illusions; human dignity stands above all historical narratives or interest claims.
Ⅲ. The principle “Small Is Beautiful”—a system of diverse, independent, coexisting polities—shall serve as the symbiotic law for the buffer zone between Central/Eastern Europe and Russia, and for future world peace.
Ⅳ. Russia’s need for “security reassurance” should be incorporated into a symbiotic consultation mechanism, but never at the cost of destroying its own people or another sovereign nation.
Ⅴ. Europe and the United States shall not seek the total destruction of Russia, but shall guide it out of imperial thinking—through technological transition, economic revitalization, and cultural-symbiosis networks—so it may reintegrate into global civilization.
Eleven Peace Frameworks
Ⅰ. Achieve a ceasefire within 50 days, complete orderly withdrawal of Russian and Ukrainian forces from Eastern Ukraine and the Kursk region within 100 days, and establish a negotiation platform.
Ⅱ. Peace talks shall be led by Ukraine and Russia, with the EU and the UK participating, and the United States chairing.
Ⅲ. The four eastern oblasts (Donetsk, Luhansk, Zaporizhzhia, Kherson) shall, under full international supervision and public referendum, form independent states under the “Small Is Beautiful” principle, adopting neutral status and exiting both sides’ control.
Ⅳ. Kaliningrad shall, through a regional referendum, be transformed into the Republic of K?nigsberg, no longer directly administered by the Russian Federation.
Ⅴ. Crimea shall maintain its current status under Russian trusteeship, but be internationally recognized as “independent pending determination,” with final sovereignty to be resolved through future bilateral Russia–Ukraine consultations.
Ⅵ. Russia must return all Ukrainian children, civilians, and confiscated properties taken during the war.
Ⅶ. Europe shall establish a Joint Peacekeeping Force, co-led by the UK and the EU, stationed in the four eastern oblasts and in K?nigsberg to supervise their secure state-building process.
Ⅷ. A new “Republic of Ukraine” shall be reaffirmed—centered on Kyiv—on the basis of Western and Central Ukrainian identity, Eastern-Rite Catholic cultural tradition, and internationally recognized territorial sovereignty.
Ⅸ. A portion of frozen Russian assets shall be used to compensate and rebuild the new Ukraine; simultaneously, Western powers gradually lift comprehensive sanctions on Russia.
Ⅹ. Whether the new Republic of Ukraine joins the EU or NATO is its sovereign choice; Russia may not interfere. Meanwhile, the EU and NATO shall open negotiation doors to Russia.
Ⅺ. Upon signing the peace agreement, seven neighboring countries shall serve as geosecurity symbiosis witnesses: Belarus, Poland, Lithuania, Finland, Romania, Moldova, and Turkey.
Necessity: From Zero-Sum Exhaustion to Symbiotic Rebalancing
War is no longer about who “wins,” but about ecological devastation:
? Russia’s energy income is collapsing; budget deficits are soaring; it cannot afford eastern Ukraine’s reconstruction (costs exceed USD 200 billion).
? Ukraine faces severe demographic loss and infrastructural destruction.
? Global food and semiconductor security is worsening.
Existing proposals can pause the war but cannot resolve the underlying imperial logic or the dualistic subject–object cycle of mutual harm.
The necessity of this proposal lies in prioritizing human dignity, using a “Small Is Beautiful” buffer-network to restore structural balance on both sides:
? Russia sheds imperial burdens, avoiding internal collapse.
? Ukraine preserves a new Western-Central core and gains long-term security.
? Europe and the U.S. gain stability and prevent NATO–Russia direct collision.
It integrates security guarantees, economic thawing, and civilization-translation mechanisms, embodying the “Awakened Symbiosis” mode of war-termination—life above territory, in line with natural law and the Westphalian precedent.
Feasibility: Maximizing Consensus, Minimizing Risk
This proposal aligns the core demands of all three major actors:
? Ukraine gains sovereignty over its Western/Central regions, secure referendums, and free choice regarding EU/NATO.
? Russia obtains Crimea trusteeship, autonomy for its exclave, and its security concerns integrated into negotiation.
? Europe and the U.S. gain ceasefire, sanction relief pathways, and a stable buffer zone that avoids long-term attrition.
Public support is strong:
? 68% of Ukrainians support the current framework;
? 74% of Russians are war-weary (2025 polls).
Neutrality models (e.g., Switzerland) are practical; AI monitoring ensures transparency; and historical precedents (e.g., Westphalia) demonstrate high viability.
Risk is low:
? If one party refuses ceasefire, the “three levers”—energy, AI, and economic pressure—can trigger a structural reversal.
? Referendums guarantee neutrality and dissolve territorial anxiety.
Practical Steps: Three Phases, Completed in 90 Days
Total duration: 90 days
Budget: < USD 50 billion (frozen assets + EU contributions)
The Foundation provides free AI-TRUST oversight.
Phase 1: Ceasefire Activation (Days 0–30)
? Immediate launch of negotiations, chaired by the U.S.
? Russian and Ukrainian forces withdraw from eastern Ukraine and the Kursk region; reciprocal energy freeze; return of Ukrainian children/assets.
? UK–EU peacekeeping forces + AI drones for monitoring.
? Output: Complete ceasefire declaration; stabilization buffer.
Phase 2: Buffer-Zone Incubation (Days 31–60)
? Ukraine–Russia lead talks; EU and UK participate.
? Four eastern oblasts become neutral micro-states; Kaliningrad → Republic of K?nigsberg; Crimea → “independent pending determination.”
? International supervision + AI referendum platform using blockchain transparency.
? Output: Five new entities established; sovereignty of Western/Central Ukraine affirmed.
Phase 3: Symbiotic Reconstruction (Days 61–90)
? U.S. leads, with global witnesses.
? Frozen assets fund reconstruction; sanctions gradually lifted; EU/NATO pathways open to Russia.
? AI-TRUST used for trauma healing and transparent governance.
? Output: Signing of the Russia–Ukraine Symbiosis Accord, the prototype of a future Global Symbiosis Convention.
Risk Management
If Russia refuses ceasefire, the “three levers” (energy, AI, economic countermeasures) are activated.
If Ukraine worries about referendums, the Foundation guarantees neutrality (Finland-style resilience).
The Foundation commits to serving as a neutral party and providing free AI tools.
This proposal is not an endpoint but a beginning:
starting from Russia–Ukraine “Awakened Symbiosis,” radiating worldwide—
affirming that life is higher than territory, sovereignty resides in the people, and mutual symbiosis makes any imperial ambition to rule the world impossible (as Kant argued in Toward Perpetual Peace).
Ultimately, it points toward the creation of the Global Symbiosis Convention.
