Obviously, you have successfully performed unthinkable big surgery of dismembers and reassembly in hospital organization. Also, you have made great many practical contributions and improving healthcare with enjoyable fruits.
I am sure that it was your detailed feasible plans promoted 2021 Ontario Investing Billions to Modernize and Expand Trillium Health Hospitals and, in 2025 Ontario investing $14 billion constructs Peter Gilgan Mississauga Hospital.
Make patients complete all of treatments in once in one hospital are the only way to reduce waiting time.
All of this come from you extensive study and practical investigation, which proved you excellent quality.
In nature; what you contributed achievements are the reintegration of social resources to optimize their social effects in the intelligences, manpower and materials; and which is extreme difficult; due to that any social improvement will involve in the redistribution of social interests with causing strong resistance. Human is a body of a skin wrapping 206 bones living a limited life on Earth; the bodies succeed appear struggling for living a certain years and then return to eternity as nutrients to nourish new bodies, the survival seeking activities of the bodies form so called society in accompanying with so called history and civilization.
The bodies self-proud of higher animals as human beings with intelligence superior to that of lower animals; but live in much barbaric life as lower animals’ Law of Jungle by inhuman one coerced looting and killing for wealth, for faith, for democracy, for values, for nonexistent free world and for coining excuse as evil desire.
Today, the technology progress promoted the unparalleled prosperity of the material wealth; it can be called as Affluent Society under the proud of democracy; people should enjoy prosperous life.
However; please look at the world; even if it is in the rich democracies, increasingly people cannot make end meets. At the first, I must discuss human nature to understand why human society is difficult to govern and always in the inhuman state. Human society is composed of people; the governance is also people govern people, so that considers governance; we must learn the mechanism of human intelligence and the complexity of human nature.
It is the populations of brain cells reasoning according to memories to signal behaving.

Here; I would like to indicate that the Christianity has no impact on the development of China, because it is no any force can influence the civilization dominated by Confucianism.
Historically, many settled farming civilizations were wiped out by the barbaric nomads. Ancient Egypt, ancient Babylon, ancient India and China are collectively known as the four ancient civilizations; but only the civilization of China has uninterrupted last 5000 of years. The so-called wiped out was the replacement of culture, religions.
In China the famous dynasty, the Tang Dynasty and Qing Dynasty, were basically established by invading nomadic tribes. However, the nomadic tribes cannot carry out cultural replacement due to the existed strong cultural ballast, the social atmosphere of Confucian culture, and the imperial examination system in selecting talents from outside of the royal bloodline govern the country. So that the invading nomadic tribes have to continue to respect Confucianism as moral guidance, and continue to take the Imperial Examination system to select learned talents out of the royal bloodline to rule the country. As a major agricultural country, Canada's agricultural products are the key to complement with China. China also needs wheat, canola, beans, and fishery products, they are important to China.
In this concern, by tariffs ban the needed imports to counter the endless childish play; China is loss not worthwhile.
This is the reason that honorable Jean Chretien will be success to convincing the leaders of China.
In fact, Canada benefits more, due to that difficult finds alternative market, while China can easily find alternative imports.

Private owned economy grants public resources to be private owned and make profit to private pocket; thus naked government, then takes people as ATMs. We must reverse such behavior to create profits as fiscal revenue.
Now Canada government takes rich resources of oil and gas as driving engine for promoting economic development; however the resources have private owned; Canadians costly invest the constructions of transportation and the development of markets; but the big incomes will be into the private pocket; then government turn to take people as ATMs.
This is the reason that China has never give up state owned economy in the decade long economic reforms; while the west has been anger inhumanly condemns China as State Monopoly Economy as inhumanity in the injustice.

June 3, 2015, I disappointed by the decision that Saskatchewan stops pension funds (CPP) from buying farmland, I wrote article Canada Pension Plan must develop in kind base and as key body of state-owned economy. CPP is the best buyer for farmland with enough ability to run well intensive large scale agriculture to reduce the running cost, which is the only way that can well develop the agro-industry of Canada.
Now it is high time to learn the way of Norway to take over resources to be state owned to make profit for Canadians.

Based on historical lessons of the failure of Socialist-Bloc, people will certainly question the successful operation of the state-owned economy.
In 2014, I once wrote Management is the Art of Playing Human Nature to indicate that: “Human behaviors determined by dual natures: The cultural nature of the acquired altruistic quality, and natural (animal) nature of the inborn selfish instinct. The Management is to finish purposeful tasks with culture nature driven by meeting animal nature with payment under enforcement of regulation. Therefore, the Management is the Art of playing human natures.”
The failure of the Socialist-Bloc was not due to state owned economy; but it was due to that the social governance and corporate management were over relied on the cultural nature by madly suppressing the selfish instinct behavior of people, while today the failure of the Capitalist-Bloc is due to it over relied on animal nature.
To uphold communism, in the Socialist-Bloc; during the Stalin era; it even developed political persecution to eradicate the ideology and behavior of capitalist exploitation to ensure everyone in selfless collectivism to contribute collective interest.
To uphold capitalism; in the Capitalist-Bloc, the US also launched McCarthy witch hunt to eradicate the ideology and behavior of selfless collectivism of communist to ensure everyone in selfishness of harming the collective interest of society.
As one of the members of the Socialist-Bloc, in China, it also experienced the ideological quarrels endlessly; former leader Deng Xiaoping ended the argument with his famous Cat Theory: “It doesn't matter whether a cat is white or black, as long as it is able to catch the mice.” Capitalism also has a planned economy, whether a production model is capitalism or socialism as long as it is able to improve the lives of people; if we cannot improve the lives of people, any path will be a dead end.
China was good at the best use of both by socialism combining capitalism to enjoy the complementary advantages.
In China, state-owned enterprises adopt a bonus reward policy that is linked to work performance and the amount of profit generated; by bonus meeting the selfishness of animal nature of people drives the full play of the culture nature.
The bonuses are given to all employees, it is not as that of the West just gives to CEO in unreasonable high.
