Taxing income is the worst type of tax. Income is what one contributes to the society, consumption is what one takes away from the society.  So government should tax consumption (especially luxury) in stead of income, excluding basic food, etc.
Saving (income after consumption) is the seed capital, without it,   no economy can grow healthily. If printing money can solve the problem, why don't we print million for every one every year so that nobody needs to work any more???

VAT might be one way to go and fix the problem, at least partially.
