美国常识（十二）联邦政府架构

美国人常识和中国人不同。不能用自己的常识作为对“政治、经济、军事、文化、历史、传统………等社会问题的认知和判断。

中国常识：1、“党政军民学、东西南北中，党是领导一切的”，2、尊一腚、腚一尊，3、裆中央一只鸟。

上一节的要点是：“在法律面前人人平等”的前提是“政府必须守法”。

《联邦宪法》是支撑美国社会的擎天白玉柱，架海紫金梁。那么由联邦宪法构建的美国政府怎样组成？以下几节逐一介绍：

【联邦政府架构】

国会、立法机关、总统、行政部、各级法院、司法部。

《联邦宪法》为政府设立了三大部门：立法部门、行政部门、司法部门。

宪法第一章设立立法部门。跟据宪法，国会制定法律。国会（包括参议院、众议院）是美国政府的立法部门。

宪法第二章设立行政部门（执行部门）。行政部执行国会通过的法律。行政部确保全体美国人民遵纪守法。总统是行政部门最高长官，副总统和国务院成员也属于行政部门。

宪法第三章设立司法部门。司法部门的最高司法权在最高法院。司法部门的责任之一是确认政府执法行为是否附和、遵循联邦宪法，这是一项非常非常重要的责任。

Article I explains that Congress makes laws. Congress (the Senate and the House of Representatives) is the legislative branch of the U.S. government. Article II of the Constitution establishes the executive branch.The executive branch enforces the laws that Congress passes. The executive branch makes sure all the people follow the laws of the United States. The president is the head of the executive branch. The vice president and members of the president’s cabinet are also part of the executive branch. Article III of the Constitution establishes the judicial branch. The judicial branch places the highest judicial power in the Supreme Court. One responsibility of the judicial branch is to decide if government laws and actions follow the Constitution. This is a very important responsibility.
